Disposer / primary treatment plant - legally compliant with ECOLOGICON

The term “Entsorgungsfachbetrieb” (EfB for short) is defined in §56 para. 2 of the Closed Substance Cycle Waste Management Act (KrWG). The detailed requirements for specialized waste management companies are derived from the Ordinance on Specialized Waste Management Companies (EfbV). Only particularly qualified waste management companies that meet defined requirements can become specialized waste management companies.
The requirements for specialized waste management companies are defined in the Closed Substance Cycle Waste Management Act and the associated Ordinance on Specialized Waste Management Companies (EfbV). The certificate confirms the waste management reliability of the company’s activities.
Certified waste management companies are preferred over non-certified companies in terms of the Ordinance on Waste Recovery and Disposal Records.

According to §21 ElektroG, waste management companies are obliged to be certified as primary treatment facilities in order to treat waste electrical and electronic equipment. The operator of a primary treatment plant is obliged to have the plant certified annually by a suitable expert.

Primary treatment facilities (FTAs) are facilities for the initial treatment of waste equipment, in which the waste equipment is prepared for reuse or freed of pollutants and recyclable materials are separated from the waste equipment. The implementation of the recycling processes R 12 and R 13 according to Annex 2 of the German Recycling and Waste Management Act (ElektroG) alone is not sufficient to justify a certification as a primary treatment facility for the activities of pollutant removal and recyclable material separation.

The treatment of old equipment can also be carried out outside Germany or the European Union. The prerequisite for this is the proper export, which is subject to established rules.
