Initial situation

The increasing demand and limited supply of critical raw materials (CRMs) is impacting the ability to make the technological transition to green and sustainable technologies quickly. This has a direct impact on the resilience of EU industry to achieve the Green Deal’s goals for a fair, zero-emission and digitalized Europe. In response to these challenges, the European Commission wants to minimize the loss of secondary raw materials (SRM) and optimize their reuse in the value chains.

Destination

CE-RISE will help bridge the digital divide in society by providing affordable second-hand ICT devices and supporting access to digital education and employment opportunities. Ultimately, CE-RISE will foster a dynamic ecosystem aimed at prolonging the use of materials in the economy and stimulating circular business models to reduce waste generation while optimizing the reuse of SRM.

Procedure

CE-RISE will develop and test an integrated framework and resource information system to identify optimal solutions for the effective reuse, recovery and/or recycling of materials by:

  • define a set of RE criteria to assess the extent to which products and embedded components can be reused, repaired, refurbished and/or recycled
  • Information on RE criteria and the material composition of products is included in the Digital Product Passport (DPP) to enable the traceability of materials in the supply chain
  • Integration of information in the DPP on the environmental footprint of products (PEF) and socio-economic and environmental (SEE) impacts of RE processes
  • Enabling a confidential and anonymized exchange of information between the players in the value chains
  • Provide a freely accessible software application to disseminate information on the assessment of RE criteria, PEF and SEE impacts of products to all stakeholders, including consumers and policy makers.

The results are tested on the basis of four case studies.
